Allow Leagues access to the Safeguarding information for clubs

As an open age League Secretary I currently check for any teams that have players registered under 18 have a team manager with a valid DBS.

If not in then prompt the club secretary to ensure that this is sorted out ASAP.

This is currently possible in the Whole Game System.
